I end up running 'cleanup" on files and directories, trying again and again, then in the end, just replacing the damned file from the repository and overwriting the file with a copy from my ZIP. Every time I try to commit the directory, svn keeps saying that files are are out synch, or that checksums dont match, or that my local copy is out of date with respect to the repository. However, now that I have an IDEA project in SVN, IDEA keeps losing synch with the repo some how. Remove everything (IDEA, Tortoise) and just install the standalone svn 1.3.2 client, and IDEA.
